European open-weight models
Viking (Silo AI, 7B/13B/33B, Apache 2.0, 2 trillion training tokens, Kajaani) is the first model trained natively on Nordic languages. Poro is Viking's predecessor, still in use. OpenEuroLLM continues the work under EU funding. Mistral's Small 4 (Paris) and Teuken (Germany) round out the lineup. All openly licensed — download the weights, fine-tune them, run them on your own hardware.
Infrastructure: LUMI and EuroHPC
LUMI in Kajaani is Europe's fastest supercomputer, and it was used to train Poro and Viking. The EuroHPC AI Factories programme provides compute to European researchers and businesses. Result: European models from European infrastructure, with no dependency on US or Chinese providers.
Regulation makes sovereignty mandatory
EU AI Act: GPAI obligations live since 2 Aug 2025, full AI Office enforcement from 2 Aug 2026. Article 50 transparency kicks in the same day.
